Maricopa County in Arizona launched its first Economic Development Office this year and revised a decades-old zoning ordinance to simplify the process for new projects. These actions supported the creation of 730 affordable housing units in 2025, providing more opportunities for residents to remain in their local communities.

The county also focused on job training in high-demand fields. In 2025, nearly 3,900 job placements were made in construction, advanced manufacturing, and healthcare. In addition to these placements, 469 jobs were secured for veterans. The county has plans to establish an additional 3,000 apprenticeships by 2026.
